The addition of trees can cool daytime temperatures in neighborhoods. The ACT program is offered free to eligible neighborhoods and is a partnership among neighborhoods, the City of Austin Planning and Zoning Department, Development Services Department, Parks and Recreation Department, Community Court, and Austin Energy and the Austin Independant School District
